Luis Joaquin participated as a player in the Cuban National Junior Team from 1965 to 1971. HE has been a water polo and aquatic sports coach since 1971 for many institutions like the Sports Initiation School of Cuba, from 1971 to 1992 at the Cuban Superior School of Athletic Perctionism, in Venezuela, he led the Club Hebraica and the Hermandad Gallega Water Polo teams. Luis Joaquin also became the Chief of Referees of the Venezuelan Aquatic Sports Federation from 1992 to 2005.

His international participations as a player and as a coach are:

• Macabeo World Championships in Israel
• Junior World Championships in Istambul, Turkey,
• Junior Pan-American Championships in Venezuela
• South American Championships: Argentina (2), Colombia (2), Venezuela (2) and Brazil (2)
• Central American and Caribbean Games in Venezuela, Cuba and El Salvador
• Other Tournaments: Venezuela (3), Curacao (3) and Russia (1)
